Medical Fee Waiver for Eligible Persons
The Hospital Authority provides medical fee waivers to ensure that no one is denied adequate medical care due to lack of means. Following healthcare fees reform effective January 2026, the Medical Fee Waiving mechanism has been enhanced.

Eligibility Criteria
Automatic Eligibility
- Comprehensive Social Security Assistance (CSSA) recipients
- Level 0 Voucher Holders of Residential Care Service Voucher Scheme
- Old Age Living Allowance recipients aged 75 or above
Financial Assessment
For other applicants, eligibility is determined by:- Monthly household income ≤ 75% of Median Monthly Domestic Household Income
- Household assets within specified limits
- Primary residence not counted in asset assessment
Note: Patients with income ≤ 50% of MMDHI may qualify for full waiver.

Application Process
Where to Apply
- Medical Social Services Units at public hospitals/clinics
- Integrated Family Service Centers (SWD)
- Family and Child Protective Services Units
Required Documents
- Identity documents for all household members
- Proof of household composition
- Income proof (past 6 months minimum)
- Asset documentation
- Proof of major household expenses
Validity: Waivers can be one-off or valid up to 12 months based on assessment.
Important Notes
Warning:
Providing false information may result in:
- Application rejection or withdrawal of waiver
- Recovery of waived fees
- Criminal prosecution with up to 10 years imprisonment

MSWs/SWs may also consider:- Clinical condition and severity of illness
- Disability status or vulnerable group membership
- Special expenses affecting ability to pay
- Other justifiable social factors
