Hong Kong Cuts Subsidized Flat Resale Rule to 10 Years

Hong Kong’s Housing Authority (HA) is making significant strides to improve subsidized housing accessibility and flexibility for residents. In a recent policy update, the authority has introduced several strategic changes designed to support home ownership and market mobility while maintaining housing market stability.

The most prominent modification is the reduction of resale restrictions for new subsidized sale flats from 15 years to 10 years. This decision, approved by the Subsidised Housing Committee on November 6, aims to facilitate easier property turnover without encouraging speculative activities. The move comes after a previous extension to 15-year restrictions in 2022, which had temporarily dampened market transactions.

The changes extend beyond resale restrictions. The authority is rebalancing the Home Ownership Scheme (HOS) and Green Form Subsidized Home Ownership Scheme (GSH), establishing an equal 50:50 ratio of flats. This adjustment ensures more equitable distribution of subsidized housing opportunities across different applicant groups.

In a targeted effort to support younger residents, the HA is increasing the White Form Secondary Market Scheme (WSM) quota by 1,000 units. Notably, half of these additional units are specifically reserved for youth program participants, reflecting a commitment to helping younger Hong Kong residents enter the housing market.

The allocation process is also being optimized. The HA will now issue approval letters slightly above the designated quota, accounting for the 15 to 20 percent of applicants who typically do not pursue purchase qualification certificates. Unused family quotas will be redirected to individual applicants, creating more flexible pathways to home ownership.
