Hong Kong to Introduce New Dog Microchip Standards in 2025

Dog owners and pet enthusiasts in Hong Kong are set to experience a significant change in pet identification technology starting August 1, 2025. The Hong Kong government is implementing a new microchip standard that promises to streamline dog identification and vaccination tracking while improving international mobility for pets.

The upcoming initiative centers on introducing an International Organization for Standardization (ISO) standard microchip that will include a unique Hong Kong-specific identification code. This innovative approach serves multiple purposes: it will not only help identify dogs but also function as official proof of rabies vaccination.

Currently, Hong Kong uses the AVID microchip format. The new ISO microchip will be implemented alongside this existing system, ensuring a smooth transition for current dog owners. Importantly, dogs already implanted with an AVID microchip in Hong Kong or legally imported dogs with existing ISO microchips will be exempt from additional implantation requirements.

The primary motivation behind this technological upgrade is to facilitate easier movement of dogs across international borders. Since the ISO standard is widely recognized globally, this change will make traveling with pets significantly more straightforward. The government also aims to enhance the traceability of microchip sources, adding an extra layer of accountability to pet identification processes.

Before finalizing these changes, the government engaged in comprehensive consultations. The Legislative Council Panel on Food Safety & Environmental Hygiene and various stakeholders were involved in discussions, which generally received positive feedback and support.

Two critical legal notices will formalize these changes: the Rabies Regulation (Amendment of Schedule 3) Notice 2025 and the Rabies (Transponders on Imported Dogs) (Exemption) Notice. These documents will be presented to the Legislative Council on June 11 for review through a negative vetting process, with full implementation scheduled for August 1, 2025.

For dog owners, this means preparing for a potential microchip update. While existing microchips will remain valid, those planning to import dogs or get new pets might need to consider the new ISO standard. The flexibility built into the new regulations ensures minimal disruption for current pet owners while creating a more standardized system for future dog identification.
