Hong Kong Taxis to Get Mandatory Journey Recorders in 2025
Starting in 2025, Hong Kong’s taxi industry is set to undergo a significant technological transformation that promises to enhance passenger safety, improve service quality, and modernize transportation infrastructure. The implementation timeline is carefully structured to minimize disruption. In the second half of 2025, the Transport Department will begin communicating these changes through multiple channels, including its website, the Taxi Newsletter, publicity leaflets, and industry meetings. By the fourth quarter of 2025, the department will start authorizing JRS equipment suppliers, enabling installations to commence in 2026.
Alongside the recording systems, another significant change involves payment methods. Recognizing the inconvenience of cash-only transactions—particularly for tourists—the regulations will mandate that all taxi drivers accept electronic payments starting April 1, 2026. To support this transition, the Transport Department will collaborate with e-payment platforms to provide workshops and briefings, ensuring drivers are well-equipped to handle electronic transactions.
