Hong Kong Expands Breast Cancer Screening for High-Risk Women

Hong Kong is taking a significant step forward in breast cancer prevention with the launch of Phase II of its Breast Cancer Screening Pilot Programme. Set to begin on June 10, 2025, this initiative aims to provide targeted screening services for women at high risk of developing breast cancer, potentially saving lives through early detection.

The program specifically focuses on women who have a higher likelihood of developing breast cancer, including those with specific genetic mutations or a strong family history of breast or ovarian cancer. To participate, women must meet several key criteria: they must be between 35 and 74 years old, hold a Hong Kong Identity Card or Certificate of Exemption, and be registered in the Electronic Health Record Sharing System.

Dr. Anne Chee, Head of the Centre for Health Protection Non-Communicable Disease Branch, emphasizes the importance of early screening for high-risk individuals. The program operates through strategic partnerships with non-governmental organizations like the Hong Kong Breast Cancer Foundation, United Christian Nethersole Community Health Service, and Haven of Hope Christian Service, ensuring comprehensive and accessible screening options.

Interested women can start scheduling their assessments from May 30, 2025, with actual screenings beginning on or after June 10, 2025. The screening process includes mammography (MMG), and women confirmed to carry specific genetic mutations will also receive additional ultrasound screening.

 

To make the program more accessible, the government has implemented a significant subsidy structure. Participants will be responsible for a modest co-payment of up to $225 for each mammography or ultrasound breast examination, reducing financial barriers to critical healthcare.

The program’s potential impact is already evident from the results of Phase I, which ran for two years and demonstrated remarkable outcomes. During that initial phase, 27,807 women received breast cancer risk assessments, with 7,785 undergoing mammography screening. The most compelling statistic is that among the 68 confirmed breast cancer cases, an impressive 97% were diagnosed at stage II or below—a critical factor in improving treatment success and survival rates.

These early detection efforts can significantly improve patient outcomes. Catching breast cancer at an early stage typically means more treatment options, higher survival rates, and potentially less invasive medical interventions.
