Hong Kong is taking decisive steps to combat the rising tide of phone scams, implementing innovative strategies to disrupt fraudulent activities and protect its residents. Recent statistics paint a concerning picture, with phone scam cases increasing by nearly 20% from January to May, totaling 2,574 reported incidents.
The government’s proposed approach centers on stricter SIM card regulations, targeting the tools scammers frequently use to perpetrate their schemes. Currently, individuals can register up to 10 pre-paid SIM cards per telecom carrier, but the new proposal would dramatically reduce this limit to just three cards. This significant restriction aims to make it more difficult for criminals to acquire multiple anonymous communication channels.
While real-name registration for SIM cards has been mandatory since February 2023, current data reveals an interesting pattern: 90% of identification documents are linked to only one to three cards. The proposed changes would introduce new criminal offenses to further discourage misuse, including:
- Providing personal information to register another person’s SIM card
- Selling registered SIM cards
- Possessing 10 or more SIM cards without a reasonable explanation
Violators could face substantial penalties aligned with the Telecommunications Ordinance, including fines up to HK$25,000 ($3,185) or 12 months of imprisonment. These amendments are expected to be submitted to the Legislative Council in 2026.
The fight against phone scams extends beyond SIM card regulations. Since September 2022, law enforcement and telecommunications providers have collaborated on an interception system targeting suspicious telephone numbers and web page links. Their efforts have been remarkably successful, blocking over 50,000 websites and approximately 9,000 phone numbers.
An additional innovative measure is the SMS Sender Registration Scheme, launching on December 28, 2023. This program requires participating organizations, including major banks and government departments, to prefix their communications with a specific hashtag. This simple yet effective approach helps recipients distinguish legitimate messages from potential frauds.
Despite these comprehensive efforts, certain demographic groups remain particularly vulnerable. Mainland students have been especially targeted, with 49 phone scam cases resulting in substantial losses of HK$44 million in the first five months of this year. One particularly devastating case involved a student losing over HK$10 million through multiple transfers after being deceived by scammers impersonating government officials.
